"Just last month, something all too typical happened in Russia's news media: a
perfect example of where fake news stories originate, how they’re spread, who
is responsible, and who believes them."

Note that this issue is not limited to Russia by any means.  Does intentionally
pranking the media promote fact-checking?  It appears not, because at most
media the rewards for publishing first and for publishing things that encourage
pageviews outweigh the punishments for spreading fake news.
